By 1908 the area was surveyed and streets were planned to show prospective buyers arriving by train. Originally waterfront lots were offered for $1,000 and would be reduced the farther the lot was from the river. The farthest lots were offered at $100. At least 109 deeds were recorded and 22 cottages were built by 1910. In addition, the first formal streets were stated to be constructed. The 75 room Pine Beach Inn was built on a bluff in 1910.

Pine Beach was part of Berkeley Township until 1925 when it became an independent borough.
